November 29, 2022TO: To All interested persons Bonneville County is now accepting applications for the following position: Position : Assistant Information Technology Manager Starting Salary: $75,000-$85,000 Work Hours: 40 hours a week Closing Date: Applications will be accepted until the position is filled. GENERAL PURPOSE Performs a variety of professional, complex technical duties as needed to assist in the planning, organizing, directing and coordination of functions related to the design, programming, monitoring, and maintaining county specialized hardware and software used in delivery of county information management services including, network administration and security management. SUPERVISION RECEIVED Works under the broad policy guidance and direction of the Information Technology Manager. SUPERVISION EXERCISED Provides close supervision to the Help Desk Operations team and Systems/Network Administrators. ESSENTIAL FUNCTIONS Assists the Information Technology Manager with the ongoing, day‑to‑day operations of computer information systems department; develops, implements and interprets policy, establishes guidelines; develops processes and procedures designed to enhance efficiency and effectiveness of information system; resolves complex issues related to system software, hardware, programming, operations, configurations, etc.; researches industry trends, innovations and technology; designs, determines feasibility with county needs; develops and implements new procedures as necessary. May assist with the development of departmental operating budget recommendations; managing department expenditures to assure compliance with fiscal limitations; monitoring the purchase of supplies and equipment; processing purchase orders according to established procedures; coordinating countywide acquisition of computer hardware and software. Monitors employee performance; determines performance standards; assigns special projects and distributes work load; evaluates worker performance and makes recommendations affecting job retention, advancement, discipline and discharge; participates in recruitment and selection activities for staff members; reviews and monitors overall department performance; maintains subordinate work records, submits time sheets to department head, accounts for employee leave accrual and use. Coordinates with county departments in the development, implementation and testing of information systems and data processing programs and projects; evaluates program performance in relation to system goals and services; evaluates systems, programs, documentation and human interactions output by the department to assure quality and end user satisfaction. Coordinates training for departments, divisions, and end users on use of information system equipment and programs; assures procedures and programs are properly documented and understandable. Oversees and participates in the daily operation, maintenance and management of various system infrastructure features and components including operating systems, network software and hardware (SQL), servers, firewalls and security. Assists with developing, testing and maintaining the Information Technology emergency operation plans (EOP), including working with department heads in determining individual department needs and coordinating with IT EOP. Performs related duties as required. MINIMUM QUALIFICATIONS Education and Experience: A. Graduation from college with a bachelor's degree in computer science, mathematics, communication technology, electronics, data management or related field; AND B. Twelve (12) years of responsible experience performing above and related duties; specific experience computer system and software management is preferred; with three (3) years managing or supervising IT Help Desk operations. OR C. An equivalent combination of education and experience. Required Knowledge, Skills, and Abilities: Thorough knowledge of firewall administration with Check Point firewall experience, network design using VRF/Virtual Routing, Static, OSPF and BGP routing protocols, network segmentation and management through firewall rules, multiple DMZ management, multiple ISPs, Juniper JUNOS switches and routers, fiber optic installation and maintenance including use of OTDR, scopes, and fiber optic cable cleaning, CWDM installation and maintenance, SolarWinds Orion network monitoring tools, Splunk cloud-based log aggregation software, with ability to create and enhance dashboards, management of vendors across all aspects of IT, VMWare VCenter management skills and virtual server farm, IT Datacenter backup, Rubrik and Veeam, Microsoft domain infrastructure, Split DNS management, DHCP with multiple (over 100) scopes, Group Policy, User and Group management, Domain Controllers including RODC, Azure AD including AD sync, Microsoft 365 management, Exchange server management (Hybrid experience a plus), SharePoint (on premise and cloud based), Microsoft SCCM for endpoint management, print servers, etc., Linux based servers, Basic SQL server management skills (backups, creating maintenance plans, user and role management, etc.), Server and workstation hardware management including Dell (RDAC experience desired) and other server and workstation manufacturers, IP phone systems (Mitel) desired, management of cloud-based IP phone system (i.e. Ring Central). Experience in management of enterprise WIFI systems (Aruba, Mist, etc.) Ability to plan and develop logical applications of computer technology to address complex alpha and numeric problems; analyze a variety of problems and arrive at alternative solutions applicable to computerization, communicate effectively, verbally and in writing; develop effective working relationships with elected officials; technicians, vendors, supervisors, and co‑workers. Special Qualifications CompTIA A+, CompTIA Security+, CompTIA Network+ and Microsoft Fundamentals or equivalents. Work Environment Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Mental application utilizes memory for details, emotional stability and discriminating thinking guided and creative problem solving. Occasional travel required in the performance of job duties.
